Picking colors from reference

Greeting~

Hey Queekers,
Just a quick question from me to you. So I heard about this eyedropper tool which lets you pick a color from a reference picture, to give more accurate colors. Well I desprately need that tool. So heres the question. Where is it? I looked all over for it, but had no luck in findng it. Is the tool just an ancient myth that never existed? If it isn't, can you please write a detailed description on where it is. Or better yet somekind of picture showing exactly where it is (please show a link to where the pic is). Thanxs you guys.
